JOB DESCRIPTION:
TCM is looking for ArcSight resources in the DC area. Duration is 1+3 year contract

Tasks:
1. Installation, administration and configuration of the ArcSight hardware and software. Ability to provide maintenance support, installing patches, upgrading and migration. Ability to manage several different versions in parallel.
2. Communication and cooperation with the CUSTOMER’s Technical Team, providing weekly and/or daily status on technical tasks, accomplishments and concerns.
3. Writing, editing and configuring of Audit Plans – Develop documents that identify events relevant to CUSTOMER. Develop content to filter and create reports. Audit plans are developed based on Law Enforcement Manual (LEM) 10.8.3 requirements including but not limited to:
a. NIS and NIS+Controllers (UNIX)
b. Windows Workstations (2000, XP) Linux Servers (RedHat, Debian …)
c. MAC OS
d. Security Devices (IA Enabled Products (ex: IDS, anti-virus servers, proxies))
e. Oracle
f. SYSBASE
g. SMTP-based mail services
h. EXEC Unisys
i. DB2
j. DMS
k. Internet Information Server (IIS)
l. Routers, switches, and firewalls.
4. Package Builds – The CUSTOMER uses an automated process of placing a Tivoli “wrapper” around code or configurations that need to be deployed to multiple environments or servers. This practice is called the Package Build Process and is mandatory for deployment from the development environment to the testing and production environments. Contractors will be required to develop package builds using scripts from operating systems and COTS currently running in the IRS environment. Knowledge is required to create silent installs for file deployment of the ArcSight tool and possibly others. Demonstrated working knowledge of Tivoli software to develop scripts necessary to deploy automated packages through the enterprise. All configurations will be documented and stored in the project’s ClearCase Version Object Base (VOB). Contractors will be given an overview and training session on the Package Build Process.
5. Coordination with stakeholders (Enterprise Operations, Enterprise Networks, Business Units) for audit event generation. Working closely with and, providing expert technical and security guidance to systems administrators, database administrators and software developers as they develop their individual Audit Plans and configure their hardware and software to the Audit Plans. Unit test the configurations in ArcSight as data is sent from the systems and databases.
6. Ensuring the proper audit events are generated to the LEM 10.8.3. Specific events are properly documented in the Audit Plans in a manner which is clear and understandable to the ArcSight Content Developer.
7. Integration of existing legacy tools data into the ArcSight Tool. This may require development of a flex-connector or additional scripting. Perform initial analysis of the data being gathered to insure the data collected is meeting the LEM requirements prior to integration. (Any systems not collecting the required data would need to brought into compliance, if possible, and if not, then those systems would be redirected to ArcSight.)
8. Develop reusable procedures and training materials for CUSTOMER employees 1.) working in the field reviewing the audit trail data and utilizing the ArcSight tool, and 2.) for systems administrators and database administrators responsible for production operations and maintenance..
9. Testing – Provide analysis and testing of advance copies of software to access capabilities. Develop use cases and action plans, execute tests and write white papers on findings.

Skill Requirements:
Expert level knowledge in ArcSight tools and appliances. ArcSight certs required.
The contractor will be working with a variety of hardware and software. This includes but is not limited to: Unix, Solaris, Linux, Windows, security software (HIDS, NIDS, Content Filtering, Vulnerability Scanners, etc.), appliances, office automation applications, database applications, forensics tools, and web development software.

Specialized experience shall also include expertise in computer security and related systems and procedures; and,-- knowledge of Solaris operating system, Windows, EMC SAN, and Oracle Database at a system administrators/system developer level.

Working knowledge of Rational development tools, Clear Case, Rational RequisitePro, Clear Quest and various automated test tools. Working knowledge of Tivoli software.
